Annexation Petition
Description: From time to time there is a desire for a property owner to consider becoming part of the City of Wisconsin Rapids.  Annexation by unanimous consent is a voluntary process by which a property can move from an unicorporated area into the city limits.  This is often driven by the desire to access city utilities or zoning flexibility. 

Initiation: Any property owner wishing to bring their property into the corporate limites of Wisconsin Rapids may file a petitiion and application for annexation consistent with Chapter 29 of the Municipal Code.

Decision-maker(s): The Planning Commission makes a recommendation and the City Council makes the decision.

Application fee: $30 if annexation exhibit is provided, $150 if applicant wished the City to create the annexation exhibit. Appropriate State Review fee must also be submitted at the time of application. 

Submittal deadline: A minimum of three (3) weeks prior to the Planning Commission meeting. 

Review process:
  1. Submittal of Application and Petition. The applicant shall submit an city annexation application, annexation petition, and State Review form a minimum of three (3) weeks prior to the next Planning Commission meeting.
  2. Staff review. Within 10 calendar days of submittal, the zoning administrator shall either schedule a date for the review with the Planning Commission if the application is deemed complete or make a determination that the application is incomplete and notify the applicant of the deficiencies. If the application is incomplete, the applicant has 3 months to resubmit the application or forfeit the application fee. The zoning administrator shall take no further steps to process the application until the deficiencies are remedied. The incomplete application shall be retained as a public record.
  3. Notification of Petition. The Community Development Department shall notify the Town Clerk where the land is currently located, the Wisconsin Department of Administration, and city staff of the petition.  
  4. Meeting. Allowing for proper notice, the Planning Commission considers the application at a regular or special meeting.
  5. Recommendation. After considering the petition and supporting information, the Commission shall make a recommendation to the Common Council.
  6. General notice. Consistent with Division 2 of Article 4, the zoning administrator shall place the matter on the meeting agenda of the Common Council.
  7. Common Council meeting. Allowing for proper notice, the Common Council shall consider the application at a regular or special meeting.
  8. Decision. The Common Council after considering the Planning Commission’s recommendation shall make a decision .
